Diverse Industry Chain
The Group consists of three major business entities with diverse operations, resulting in significantly different industry chain structures. The following uses representative companies from the three major business entities as examples to explain industry chain structure and supplier management operation processes:
Construction Business Industry Chain (Using Radium Life as Example)

Circular Economy Business Industry Chain (Using Rih Ding Water Enterprise Co., Ltd. as Example)

Operations Business Industry Chain (Using Wan Da Tong as Example)

Engineering supplier management process (Radium Life and Rih Ding Water Enterprise as examples)

Business Supplier Management Process (Wan Da Tong as an example)

Local Procurement
To reduce carbon emissions from engineering raw material transportation and improve contractor service efficiency, the Group is committed to supply chain localization, actively cooperating with local manufacturers. In 2024, there were 1,053 engineering contractors and 31 non-engineering suppliers, all of which were local manufacturers in their respective regions.
Local Contractor Distribution Table

Note 1: Engineering contractor and supplier proportion calculation method is: number of contractors and suppliers in each region in engineering category / total number of engineering contractors and suppliers.
Note 2: Non-engineering contractor and supplier proportion calculation method is: number of contractors and suppliers in each region in non-engineering category / total number of non-engineering contractors and suppliers.
Green Procurement
Radium Life actively introduces green procurement, purchasing ceramic tiles, plastic steel windows, and cement boards meeting green building material certification standards in the Sanchih project, with total green procurement amount of approximately NT$105 million, strengthening sustainability of material usage. For office equipment procurement, photocopiers with energy-saving labels are selected, with the green product procurement ratio reaching 72.69%. Looking ahead, Radium Life will continue to implement green material selection and equipment selection in engineering and daily operations, prioritizing building materials meeting Ministry of the Interior green building material standards and products with energy-saving and green labels, further promoting green procurement implementation.

Supply Chain Management and Assessment
Sustainable and Comprehensive Supplier Management
The Group has established a series of management processes for suppliers from initial selection to regular evaluation after becoming formal suppliers, continuously using "Regulations for Joint Procurement in Requisition, Purchase, Contracting and Acceptance Operations" to conduct credit investigation, evaluation, and related operational procedures jointly with manufacturers, hoping to practice the Group's five core values together with supplier partners.

Supplier evaluation and assessment management operations and supplier source and market information investigation and subcontracting analysis

To continuously maintain product quality provided to customers, in supplier selection, the Group uses "Supplier Checklist" with selection indicator items including human rights, environmental factors, and social factors to verify supplier qualifications and engage with suppliers based on verification results.
Supplier Checklist (ESG-related Items)

With respect to the audit and evaluation of existing suppliers, the Group has set out in the appendices to the project contracts "Notes on Contracting Work", "Compliance with Site Safety and Health" and "Occupational Safety, Health and Environmental Protection Penalty Clauses", which stipulate that suppliers are required to comply with the relevant regulations on human rights, occupational safety and health, and environmental protection starting from the contract signing phase. In addition, we have set the benchmark for supplier registration and selection. Take the subsidiary, Titan Development & Construction, as an example. In our supplier evaluation and assessment management operations, we have included the suppliers' occupational safety and health performance in the regular evaluation and assessment, and regularly assess the information of qualified suppliers. Through unscheduled construction site supervision, we request suppliers who violate relevant regulations to pay fines and propose improvement measures.
Safety, Health, and Environmental Penalty Clauses (ESG-related Items)

The Group regularly evaluates existing suppliers using "Internal Control Guidelines for Supplier Management Operations" according to "Supplier Management Internal Control Standards" for engineering quality and progress, safety and health, and construction environmental protection items. If evaluated as Grade C, they are placed on the continuous observation list; if evaluated as Grade D, communication and guidance with the supplier is actively arranged, with results recorded in evaluation forms for continuous tracking management to ensure suppliers improve construction quality according to specific indicators. If there has not been sufficient improvement by the deadline, cooperation is terminated.
In 2024, existing engineering supplier evaluations were conducted 222 times and non-engineering evaluations 11 times, with no manufacturers identified as having significant negative environmental or social impacts (such as major environmental pollution, use of child labor, forced or compulsory labor incidents). In addition to continuous annual increases in existing supplier evaluations, 2024 evaluation results showed that engineering Grade A excellent (and above) suppliers account for 54.05% of all suppliers; non-engineering suppliers achieved a 100% evaluation pass rate. Future efforts will continue to improve supply chain-related performance, provide education and training for suppliers not meeting evaluation standards, share industry benchmark performance cases, enhance improvement momentum, and implement remote or on-site corrective measures, as well as plan technical support programs, hoping to jointly implement our sustainable supply chain vision through capability enhancement and partner collaboration.

Note: Due to smaller non-engineering procurement amounts in 2024, supplier evaluation only has pass/fail standards.
