Radium (2547 TW) Increases Capital in Rih-Ding Investment Holding

Reinforcing Commitment to Circular Economy and High-end Water Resource Demand

Against the backdrop of intensifying global climate change and mounting resource constraints, water is no longer merely a basic necessity. It is rapidly emerging as a strategic asset that directly influences national security and industrial competitiveness. Radium (2547 TW) announces its full participation in a capital increase by its subsidiary, Rih-Ding Investment Holding, totaling NT$612,039,780 (approximately NT$612 million), reinforcing its commitment to the circular economy and high-end water resource demand.

Rih-Ding Investment Holding serves as the holding platform for Radium’s circular economy initiatives, with a focus on reclaimed water, water treatment and recycling, green energy, and integrated environmental engineering solutions. In this capital raise, Rih-Ding Investment Holding will issue 6.171 million new shares with a par value of NT$10, priced at a premium based on an unaudited net asset value of NT$99.18 per share as of March 31, 2026. The entire issuance will be subscribed by Radium. Upon completion, Rih-Ding’s paid-in capital will reach NT$1.092 billion, strengthening both its capital base and project execution capacity.

Taiwan’s Reality: High Rainfall Does Not Equate to Water Availability

Despite receiving approximately 2.5 times the global average annual rainfall, Taiwan’s steep terrain and concentrated precipitation patterns limit its usable water resources to roughly one-fifth of the global average. According to assessments by the Water Resources Agency MOEA, Taiwan ranks among the higher-risk regions globally for water scarcity (approximately 18th), with most river basins projected to experience water stress levels exceeding 80% by 2030.

According to the United Nation Water Conference, global water supply-demand gap is projected to reach 40% by 2030, while the population facing water scarcity is expected to double by 2050. The OECD estimates that global water demand will increase by 55% before 2050. McKinsey further underscores that water is becoming a critical variable in corporate operational risk and capital allocation, driving a rapid acceleration in water infrastructure investment.

An Industrial Inflection Point: Semiconductors Elevate Water to Strategic Importance

Taiwan’s advanced semiconductor industry is redefining the value of water. Under ESG imperatives and water scarcity risks, process water recycling rates have become mission-critical, and advanced reclaimed water facilities will be core infrastructure for leading-edge fabrication. Through technologies such as biological treatment, ultrafiltration membranes, and reverse osmosis, industrial wastewater is transformed into high-purity water suitable for re-entry into production processes. Empirical results indicate that a single fab can recycle nearly 50% of its water usage, achieving overall water savings exceeding 35%.

Taiwan’s Solution: Scaling the Reclaimed Water Plant + Industrial Park Supply Model

Taiwan has developed a distinctive reclaimed water industry model. According to the Water Resources Agency MOEA, the Executive Yuan has approved 16 reclaimed water plant projects. Seven facilities, including Taoyuan (Radium’s Bao-Ding Reclaimed Water), Taichung (Shuinan), Tainan (Rende, Yongkang, Anping), and Kaohsiung (Fengshan, Linhai) have already been completed, with a combined daily output exceeding 190,000 CMD. Upon full completion of all 16 projects, total daily supply is expected to surpass 500,000 CMD, effectively supporting Taiwan’s industrial clusters.

This model, anchored by policy support, long-term water purchase agreements, and stable cash flows, is increasingly recognized by the market as infrastructure-like in nature. As policy momentum and technological advancements continue, key opportunities are emerging in water recycling, advanced reclaimed water, and smart water management.

Radium Targets Strategic Entry Points to Expand the Circular Economy Portfolio

Radium notes that water resources, characterized by structural scarcity, policy backing, and inelastic demand, are entering a pivotal phase of long-term value re-rating. Its full subscription of Rih-Ding Investment Holding’s capital increase underscores a sustained commitment to the water and circular economy sectors. Looking ahead, the company will continue to deepen industrial partnerships and actively participate in investments related to reclaimed water and environmental infrastructure.
