日勝生集團 (2547 TW) 日鼎水務與銀行團簽署98.2億聯貸合約
上市公司日勝生 (2547 TW) 孫公司日鼎水務與銀行團簽署聯合授信合約，計畫引進新台幣98.2億元聯貸資金，展現金融界對綠色金融之鼎力支持，實踐政府5+2產業創新「循環經濟」政策願景。
日鼎水務構建桃園市政府「桃園縣桃園地區污水下水道系統建設之興建、營運、移轉（BOT）計畫」，為台灣最大水資源回收系統BOT案，2020年營收22.09億，營運管理獲外界肯定。日鼎水務此次聯貸，由兆豐銀行擔任統籌主辦銀行，彰化銀行及合作金庫為共同主辦銀行，邀集上海商銀、台中銀行、台新銀行、全國農業金庫、安泰銀行、板信銀行、星展銀行、華南銀行及臺灣中小企業銀行共12家銀行共組聯貸銀行團，獲得熱烈支持，認參比率達142%，顯現銀行團對日勝生集團經營理念及本案綠色融資之支持，最終以新台幣98.2億元簽訂聯合授信合約。
為呼應政府發展循環經濟與再生能源政策，日勝生自2012年開始，即由100%持有孫公司日鼎水務，全力建設桃園北區水資源回收中心成為銀級綠建築，並佈建大桃園區污水下水道系統，規模涵蓋桃園約7,610公頃六個都市計畫區，2020年廢水處理量已較2019年增加24%。日鼎水務並投入約新臺幣100億元，持續開發桃園北區水資源回收一、二期擴廠工程，於2020年底完成水資源中心二期擴廠，並接通桃園北區115公里地下管網，用戶接管戶數達到10萬戶，每日可處理污水量10萬噸，後續第三期將規劃納入八德地區、內壢地區、擴大桃園延平地區、龜山地區之用戶接管作業，計畫在2026年底達到接管戶數19.1萬戶，全案目標在2047年達到大桃園地區用戶接管數25.1萬戶。
日鼎水務為優化再生水業務，使用具有專利的BioNET（生物網膜）結合MBR（薄膜生物反應）過濾技術，每日可產生3.1萬噸可循環利用再生水，改善南崁溪河川水質。另因應廢水污泥處理系統副產品沼氣，日鼎水務正同步研擬回收沼氣發電技術，計畫未來以此再生電力，可循環支持下水道系統運作。目前沼氣可回收量依照行政院農委會沼氣發電研究數據計算，未來待沼氣技術成熟，每年預計可循環產生超過25萬度電力。

Listed company Radium (2547 TW) announced its subsidiary Rih Ding Water Enterprise Co., Ltd. signed a NT$ 9.82 billion syndicated loan with 12 bankers, complying with the vision of developing circular economy raised by government policies of 5+2 Innovative Industries Program in Taiwan.
Rih Ding Water is managing Taoyuan City Government’s "Building, Operating, and Transferring (BOT) Project for the Construction of Sewerage System in Taoyuan District, Taoyuan County," the largest public sewerage system BOT in Taiwan. Along with advanced technology and well management, Rih Ding Water had reached annual revenue of NT$ 2.2 billion in 2020 and made the project one of the best sewerage system BOTs in Taiwan. As performance and efforts being recognized, Rih Ding Water was supported by bankers and the syndicated loan was oversubscribed by 41%, reaching total amount of NT$ 13.9 billion. The final agreement of syndicated loan was signed at NT$ 9.82 billion, with Mega International Commercial Bank as the lead mandated arranger, Chang Hwa Commercial Bank and Taiwan Cooperative Bank as joint arrangers, and syndicating with Shanghai Commercial Bank, Taichung Bank, Taishin Bank, Agricultural Bank of Taiwan, EnTai Bank, Bank of PanHsin, DBS Bank, Hua Nan Bank and Taiwan Business Bank.
To support Taiwan government policy of developing renewable energy and circular economy, Rih Ding Water Enterprise Co., Ltd., the subsidiary 100% owned by Radium, had managed the 35-year BOT project of Taoyuan sewerage system since 2012 to cover six urban planning areas of approximately 7,610 hectares in Taoyuan. Radium invested further around NT$10 billion for Rih Ding Water to complete 2nd phase of expansion plan by December 2020, and added 115 kilometers of pipeline into the underground network. Along with that Rih Ding Water had reached 100,000 households by end of 2020 with capacity of treating 100,000 metric tons daily. Rih Ding Water is planning to expand further system into great Taoyuan Yanping area, Bade, Neili and Guishan areas along with the 3rd phase of construction. The sewerage system is planning to connect 191,000 households by 2026 with targets of reaching 251,000 households by end of 2047.
With patented BioNET and membrane bioreactor (MBR) filtration technology, Rih Ding Water can generate up to 30,000 tons of reusable water a day currently to help improve quality of Nankan River. To well manage the by-product biogas from the wastewater and sludge treatment system, Rih Ding Water is also developing technology to recycle biogas for renewable electricity. It’s estimated to generate electricity more than 250,000 kWh annually when the biogas recycling technology matured enough to further support sewerage system operation.
